It having been brought to my notice that the present Ordinance of 1845, entitled "An Ordinance for the Regulation of Jurors and Juries," required amendments, inasmuch as at times it was difficult to ensure an adequate Panel of Common Jurors within the Colony—as no Person (belonging to the class qualified by the receipt of Annual Salaries) could be summoned to attend as a Common Juror who did not possess a Salary of the annual amount of one Thousand Dollars, I determined to amend the Ordinance, and to reduce the qualification.
